Canada’s greenhouse-gas emissions rose 25 per cent between 1990 and 2005, the biggest percentage increase among G8 countries over the same time period, according to new Statistics Canada figures released Tuesday. cbc

Hmmm…the Conservatives were wiped out in 1988 1993 and did not get back into power until 2006…The Liberals signed Kyoto and hired Rick Mercer as a substitute for an actual program to comply with the terms of the treaty they signed.

I know, let’s blame the CPC.

(Not that there is any reason to actually worry about greenhouse gases in the first place as the science and models are either wrong or unproven; but one might remember that M. Dion was Minister for the environment from 2004-2006 and in Cabinet from 1996 onward. Not terrifically effective was he.)

If you are truly interested in what the Librano commitment (or actually non commitment to Kyoto targets) you have to climb into the wayback machine and go to the MSM articles about the friction between Ralph Klein and Chretien and Martin’s action on the Kyoto implementation file.

Chretien was briefed by the Premiers ( and read the riot act by the western premiers) not commit to targets that would handicap western resource industries or eastern manufacturing…a tentaive carbon reduction figure was agreed upon in principole at these provincial-fed meetings…what Chretien did at the Kyoto conference was forget his commitment to the Premiers and commit to carbon reduction targets twice as aggressive as what was agreed to at the Premier’s conference. He paraded around at Kyoto like some eco-warrior hero taking on target commitments most nations thought impossible, and daring other nations to do what “Canada did”…like it was some MD telethon with carbon trading challenges instead of charity donation challenges.

Anyway, the Cret returns, gets massive heat by Klein and other Premiers, is made aware whe destroyed any hope for LPC electoral inroads out west and sits on doing any substantive action to meet his arrogant reduction targets. He appoints his monkey boy Dion to do SFA in legislating for Kyoto targets…they spend the Kyoto budgets on making ads for voluntary compliance…however there was a great diversion of multi departmental operating budget surplus to a Kyoto carbon credit purchasing fund (which Harper found and returned to general revenues).

Obviously the plan was to pay default penalties in Carbon credit purchase(I believe one article in the post stated the checks were cut and ready to go to China when the CPC unseated Martin and stopped it)

The questions about the Librano Kyoto target commitment that haunts me is the relationship between Chretien, Martin and Strong. They’re all Power corp. alumnus. Strong recruited Martin into Power corp. exec ranks. Strong also drafted the Kyoto carbon trading plan and had the largest carbon trading brokerage in Chicago to market Chinese carbon credits. He was also Martin’s PMO Kyoto advisor in the time frame they sat on doing anything to reduce emissions and approached default.

Was the plan to default as large as possible to wash as much “penalty” money into China as possible?

Don’t forget, Stephan Dion also named his dog Kyoto. So it’s not like he did NOTHING!

Well, lets see how Europe fared under Kyoto:

Britain: Thatcher took all the heat for closing the coal mines, Labour takes the credit.

Germany: Greens force closure of nukes, forcing Germany to buy more power from France, which has many, many nukes. As well, take credit for shutting down eastern German factories which were going to be shut down anyways after the re-unification.

France: see above

Sweden: trying to phase out nukes, has to buy more power from coal-powered plants in Denmark, creating more pollution in Sweden…

Yes, I think we should be spoken to severely, even scolded, by these, our moral superiors…

Dang it, and I’m not even Canadian.

(Alastair Cooke once wrote that he mixed up the US Constitution with the Declaration of Independence in one of his “Letters from America” broadcasts. No one in the US picked it up, but someone listening to the Beeb in London spotted it and wrote [to] him concluding with “And now you threaten us with a book!”)
