Brown is not an idiot; he must know that “enhanced dialogue” between producers and consumers will result in nothing.
The basis of dialogue is power and until the West weans itself from oil – which is going to take a while – the reality is that money talks and bullshit walks. Jumpers all round in the increasingly colder England.

The producer creates the product and sets a price, I either accept his proposition, decline it, or negotiate a better price.
If oil becomes too expensive then I’ll switch to natural gas to heat my home, if gasoline becomes too expensive then I’ll trade my car in for a hybrid. That’s all the dialogue thats needed.
Brown has many faults, but at least he seems to understand that windmills and solar power will not solve Britain’s problems. He has also figured out that nuclear power can resolve many of the issues related to “low carbon” power generation.
Sadly our own bumpkin – Gordon Campbell cannot read the science and resolve some of the issues staring at BC.
