		<description>Extending democracy by having a unbalanced non-representative body getting actual powers.  Shut it down and do us all a favour.  And of course it will require constitutional amendment - PEI got in based on the minimum of four seats.  You think those kind of parts to the agreement that was the Federation will not require consent?</description>
